there is a special iron for that called a Waver
I've got the Ceramic triple barrel waver which gets my hair like that but it takes a long time to do.
a curling iron and maybe some curling spray
if your hair is straight
Get a curling iron and curl each strand of your hair.
BUT MAKE SURE, you don't curl it all the way.
Like... Uhh. For each strand, don't make it superr curly.
So when you curl a strand, try not to make it all loopy like this hair:

It's called a double barrel curling iron...you can get them usually at walmart,target,rite aid..etc most stores sell them!! For the best results spray the piece of hair before you apply the iron do one spot move the iron along the piece of hair doing this all the way down!! It does take a little while but so worth it in the end!!

wow her hair looks really good in that picture....try braiding your hair while it is wet and letting fully airdry then hair spray it once it is dry
I assure you Britney Spears didn't do her hair herself in her bathroom with her own curling iron and products. Like so many actors or singers on TV they all have their hair professionally done. They can afford it so why not, and they basically get paid to look glamorous. You should try everyone else's answer. You might just get close though.
