First off I would check it out top to bottom. If it's in good running condition and I knew for sure that's the bike I wanted I'd probably offer him no where near what he's asking. He's asking to much for a bike with that many miles. Forget all the extras, they're not going to do you any good if the bike is a piece of junk. Just my $.02
Offer $1500.00 and see what his reaction is. That's a LOT of miles for any bike, except maybe a goldwing, or a BMW. Even if it wasn't abused (not likely), and it was well cared for, that's still high miles.
Make him a lower offer. Around 500 bucks lower maybe.
Kelley Blue Book says it's worth $3900. They don't take mileage into consideration.
